11238 - Registering A Domain Name Within The Bulgarian Top-level Domain .bg
The country code top-level domain name for Bulgaria, .bg, is administered by a single naming authority. The function is centralized in the hands of an entity called Register.BG Ltd. Although, for the time being, there isn’t any national legislation on the matter, the group has developed terms and conditions and procedures based on Internet standards of other registration organizations, and with discussions with service providers in Bulgaria.

The following questions have been addressed in this article:

Who can register an Internet domain name within .bg?
Which are the documents necessary for registering a new Internet domain name?
Are there any requirements for the name to be registered within .bg?
What is the time schedule for processing the request of a domain name registration within .bg?
Can a registration be refused?

An electronic document is the record of an electronic statement on magnetic, optical or other carrier that allows it to be reproduced. The electronic statement contains words or other non-verbal types of information, represented digitally through generally accepted standards of transformation, reading and visual representation of information.

3965 - Obligations Of Internet Providers Under Bulgarian Electronic Signature And Personal Data Protection Acts
Internet access and service providers offer, beside the connection of subscribers to the Internet network, a variety of services, which include web hosting, web development, DNS service, e-mail etc. While receiving and transmitting data from and to the Internet users in this context, they act as mediators of electronic declarations and administrators of personal data. As such they have to comply with the provisions of the Electronic Document and Electronic Signature Act of March 22, 2001, and with the Personal Data Protection Act of December 21, 2001.

What is the degree of the technical constraint imposed on Internet providers as mediators of electronic declarations?

4907 - Internet Access And Service Providers Under Bulgarian Telecoms Act
Under the Bulgarian Telecoms Act, Providing Internet access and Internet services may be defined as the transmission or reception of characters, signals, written text, images, or any other kind of information, by means of wire, radio waves, fiber-optic cable or another electromagnetic medium. According to current Bulgarian law, this is the definition of a telecommunications service, and therefore it falls into the scope of the Telecommunications Act of July 27, 1998.

Is an individual licence needed for common Internet providing?
Are there any disadvantages when using a free regime or when registering under a general licence?
Are there any disadvantages for individually licensed Internet providers?
