Internet access and service providers offer, beside the connection of subscribers to the Internet network, a variety of services, which include web hosting, web development, DNS service, e-mail etc. While receiving and transmitting data from and to the Internet users in this context, they act as mediators of electronic declarations and administrators of personal data. As such they have to comply with the provisions of the Electronic Document and Electronic Signature Act of March 22, 2001, and with the Personal Data Protection Act of December 21, 2001.The following questions have been addressed in this article: What is the degree of the technical constraint imposed on Internet providers as mediators of electronic declarations?

| 4 | 907 - Internet Access And Service Providers Under Bulgarian Telecoms Act
Under the Bulgarian Telecoms Act, Providing Internet access and Internet services may be defined as the transmission or reception of characters, signals, written text, images, or any other kind of information, by means of wire, radio waves, fiber-optic cable or another electromagnetic medium. According to current Bulgarian law, this is the definition of a telecommunications service, and therefore it falls into the scope of the Telecommunications Act of July 27, 1998.The following questions have been addressed in this article: Is an individual licence needed for common Internet providing?
