First Online Masters in E-Commerce Law Program Launches with IBLS Database

(Irvine, CA, May 23, 2002) – The world’s first online Masters in Tax Law (LL.M.) with E-Commerce Specialization will launch this fall at St. Thomas University School of Law in Miami, Florida. Legal and accounting professionals from around the world are expected to participate in this online program. The LL.M. program will draw on course material from International Business Law Services’ (IBLS) database of law summaries authored by experts from more than 30 countries, and includes such topics as global tax planning, U.S. tax and E-commerce tax. The database also includes summaries on Internet privacy, Intellectual Property, Cybercrime, Techno torts and other specialized areas of law that touch on the Internet.

The IBLS online education program allows legal and accounting professionals to be the first to earn an LL.M. degree in E-Commerce related fields via the Internet. The IBLS Legal Database used in this program contains summaries written in an easy-to-understand business language, is accessible in multiple languages and includes immediate access to the original source of law and regulation. IBLS Legal Network Partners, representing law firms around the world, participate in updating the database by writing summaries on constantly changing Internet regulations and laws.

“Education has become a 'new economy' leader in both the global and US markets,” said Professor William Byrnes, executive director of the LL.M. program at St. Thomas, which has used Internet delivered training for the past five years. “This type of niche tax degree is particularly conducive to an email/Internet format. It allows a web-based forum for more student interaction, allows non-resident students to participate and allows all students enrolled to focus on the core learning required of reading, research and analytical writing.”

“The complexities surrounding global E-commerce are compounded by the legal regulations that vary from country to country, which is why there is a need for an education program that can explain it all at the convenience of the student,” said Howard Bilton, chairman of The Sovereign Group, global specialists in offshore and onshore tax planning with offices in 20 locations. “This program allows professionals based in different parts of the world to simultaneously learn about the crucial tax and other laws in a wide range of jurisdictions and thereby avoid costly pitfalls inherent in the regulatory environment of the Internet.”

IBLS has created the content for six ABA-accredited courses, including the syllabus and module program, and provides the professors to teach the courses. Additional information on the LL.M. program is available by visiting www.stu.edu/tax or www.edu.ibls.com.
