INTERNET LAW - Consumers' Rights under the U.S. Electronic Fund Transfers Act

 Even though it is difficult to believe it nowadays, especially under the current mortgage crisis, U.S. consumers have rights under the Electronic Fund Transfers Act- EFTA. Title 15 of the United States Code (U.S.C.S) is the basic framework for consumer protection in the electronic fund transfers system. EFTA establishes the rights, liabilities, and responsibilities of the electronic fund transfer participants, e.i., banks, consumers, financial institutions, etc. The U.S. Congress in its declaration of purpose, 15 U.S.C.S. § 1693, acknowledged that while EFT provided great benefits for consumers, consumer rights and liabilities required clarification. This article concentrates, in particular, on consumers' rights under the EFTA error resolution process and the electronic malfunction rules.

INTERNET LAW - Europe Adopts Legislation to Expedite E-payments

 The European Union is in the process of integrating national payment systems to create a Single Euro Payments Area or SEPA. The initiative intends to facilitate electronic payments and services, such as direct debit and e-invoicing, throughout the EU and to protect consumers using this system. It also intends to bring into the system additional payment-service providers not only to foster competition and improve services to consumers, but also to comply with anti-money laundering and anti-terrorist financing standards.

 The Internet has not only changed the way of doing the business but also the way of filing tax returns. E-filing or Electronic tax filing is the fastest and most convenient way of submitting the forms over the Internet. In Canada, the Canada Revenue Agency (CRA) is responsible for the collection of taxes and for the administration of tax laws for the federal government and for most provinces and territories. The CRA has introduced three types of e-filing for individuals in Canada. These systems are popularly known EFILE, TELEFILE, and NETFILE.

INTERNET LAW - Oman is scheduled to introduce a comprehensive cyber law by year’s end

 Oman has reorganized its government to become a full-fledged digital economy. Sultan Kaboos bin Said has issued a royal decree establishing the Information Technology Authority. The Middle Eastern country is slated to introduce e-legislation; a government e-services portal; and an e-payment gateway by year’s end. An IT business incubator and a disaster data recovery centre are also in the works.
