E-commerce is all about swapping something of value for something that approximates cash. Most consumers are familiar with the economic options of cash, check, or credit card. Each of those involves a physical thing that the consumer has in their possession; currency, paper, or plastic. Digital money on the other hand, is a value swapping service that consumers are not quite comfortable with yet. So, who regulates the services that offer digital money in the United States?
