Internet Tax Freedom Protection Of Discriminatory Taxation Or Subsidy?

The U.S. congress has extended the Internet Tax Freedom by amending it with the Internet Tax Non-Discrimination Act, signed on November 28, 2001. Taxation of Internet access and e-commerce is extended to November 2003. It is Non-Discrimination, or, is it something else.
