E-government And Personal Data Protection In France

With a view to preparing France's entry in the information society , the French government wishes to speed up the development of online administrative services. Several projects are currently studied, such as the attribution to each citizen of an electronic ID, the creation of personal electronic administrative accounts, the creation of electronic safety deposit boxes, etc. These projects, which will be conducted by several different administrative services, involve the interconnection of personal data. This process requires further guarantees from the government that the privacy of these data will be protected.

The following questions have been addressed in this article:

What concerns related to the implementation of these projects led the Government to request an in-depth study?
On what grounds should e-government projects be developed so as to guarantee the protection of personal data?
What main legal issues are identified in this white paper?
