Certification-service-providers Under Bulgarian Law

The creation of an advanced electronic signature is a complex procedure implying the use of algorithms, through which the data are generated (the cryptographic key pairs), and through which the very signature is created (the hashed messages, the combinations of private key and hashed message, and pseudo-random digital series). The practical application of these algorithms needs to carefully respect a series of requirements set by the law. The role of the certification-service-providers is precisely to offer services related to the creation or to the verification of advanced electronic signatures.

The following questions have been addressed in this article:

Who are the certification-service-providers?
What is needed in order to become a CSP?
What are the relations between the CSPs and the (potential) owners of electronic signature?
What is the liability of the CSP?
Are certificates issued by foreign CSPs recognized under Bulgarian law?
